You can burn your VIDEO_TS to DVD with AVS DVD Copy:

Step 7.  Set the size of DVD: standard (or double-layer).

Finally, click "Start copying !". The program will burn a DVD disc with all your VIDEO_TS files. DONE!

AVS DVD Copy allows to copy personal home video in the original quality. You can record DVD video discs if you have video files that compose the DVD structure (files with .vob, .ifo and .bup extensions) on your computer hard disk drive. As a result of adding these files a DVD video disc will be recorded that will be compatible with your software or hardware DVD player. (Please read your hardware DVD player manual to make sure it supports DVD±R/RW discs so that it could read them after burning.) AVS DVD Copy automatically sets the best video and audio settings and it can even automatically recompress DVD to fit the disc (if the size is too large). You can record different type of data to CD, DVD or BD discs. Wide Range of Supported Media types: CD-R/RW, DVD+/-R, DVD+/-RW, DVD-RAM, Double/Dual Layer DVD. You can record ISO-images from hard disk drive. The program will add the files that the ISO-image contains to your compilation. Wide Range of Supported CD/DVD Drives, any CD/DVD recording drives. Another multimedia tool that allows to burn video_ts folder to DVD is a FREEWARE ImgBurn for Windows.

Step 1.  Enter an empty DVDR disc in your drive and open ImgBurn (click Start -> ImgBurn -> ImgBurn).

Step 2.  Create an empty AUDIO_TS folder in the same place where the VIDEO_TS folder is located.

You must definitely have empty AUDIO_TS folder and VIDEO_TS folder with your video files. Why? Empty AUDIO_TS folder is required, because some standalone dvd players want to see it is there! In this way some players check whether it's a real Video DVD or just a simple data DVD.

Step 3.  Click on menu: Mode -> Build, or just press Ctrl+Alt+B. After that, click on menu Output -> Device.

Step 4.  Click the button to Browse for a folder as shown below:
