To restore this video we would suggest to use Sharpen effect. The Sharpen effect increases contrast noticeably to bring the images into a better focus (although it cannot substitute an image that's properly focused from the start). It focuses blurry images by increasing the contrast of adjacent pixels. To add it you should go through two easy steps:
1. At the effects toolbar click the Add button. Then select Effect -> Sharpen
2. After that enter the magnitude of displacement (in percentage). In our example we've tried 50%,
Now please compare the input and output picture: the result looks much sharper and detailed.
